Cynthia Marcotte Stamer has extensive experience advising and representing U.S. and international businesses and governments in a diverse array of human resources, benefits, public policy, and operational issues. For more than 20 years, Ms. Stamer has assisted businesses domestically and internationally to address labor and employment, compensation, employee benefits, immigration, safety, and other operational and regulatory requirements and challenges arising from employment, outsourcing, and other services relationships. Board Certified in Labor and Employment Law by the Texas Board of Legal Specialization, Ms. Stamer continuously assists employers to develop and administer practical solutions to personnel and staffing, compensation, performance management, discipline and other employment and employee benefit concerns. Ms. Stamer is sought out for her experience assisting public and private employers, staffing and outsourcing companies, insurers and others to coordinate and properly manage the risks and relationships between labor and employment, employee benefit plans and ERISA, outsourcers and other vendors as well as corporate risk management, insurance and health care matters. Known for her high accessibility and ability to respond to triage crisis and other emergent legal and business concerns, business leaders value Ms. Stamer for her ability to help their business formulate and implement real time solutions to emerging workforce challenges ranging from individual employee performance concerns to responding to workplace disasters as well as assisting clients manage risk and improve operations through the use of creative workforce and other management practices. On a daily basis, Ms. Stamer provides “on-demand” counseling to businesses on human resources and staffing issues arising out of their business operations and on how to design, administer and defend their management and compliance policies and practices involving employment, internal controls, compensation, hiring and firing, employee benefit, promotion and discipline, safety and other issues. She helps employers and governments develop, document, administer and defend workforce and related management policies and practices. She also advises and represents businesses about litigation, enforcement actions by the Labor Department, IRS, ICE and other federal and state agencies and other challenges to their staffing, compensation, and benefits practices. Business leaders and governments consult her for advice and representation in workforce, immigration, health, education and other policy matters. Her policy work includes experience serving as a lead consultant to the Government of Bolivia on the reform of its Social Security law, input on migration and other policy reforms to leaders in the US and Mexico, as well as extensive involvement in domestic labor and employment, health care, employee benefit and immigration reforms. Listed in the International Who’s Who of Professionals, Ms. Stamer’s insights on employment and other management matters have been widely published and quoted in numerous national and local publications including the Wall Street Journal, the Dallas Morning News, Business Insurance, World At Work, CEO Magazine and a host of other publications. Ms. Stamer also is nationally recognized as a widely published author and popular speaker on human resources and other management topics. Ms. Stamer also conducts training for businesses, governments, and other organizations and writes and speaks extensively on domestic and international employment, health care, benefits and insurance matters. She frequently is a featured speaker on cross-border and other human resources, employee benefit, health care, ethics and compliance and other regulatory and operational matters at international symposiums of the U.S-Mexico Chamber of Commerce, the Greater Dallas Chamber of Commerce, and other organizations. Her highly regarded works regularly are published by the Bureau of National Affairs, World At Work, Aspen Publishers, the Society For Human Resources, HRResources, the American Bar Association, Business Insurance, and other prominent publishers. Ms. Stamer also is respected for leadership involvement in a broad range of organizations. She presently serves in several human resources focused committees of the American Bar Association, on the Editorial Advisory Board of human resources publications of the Bureau of National Affairs and other publications and in a host of other professional and civic organizations. Ms. Stamer is a graduate of Arizona State University and a graduate of Loyola Law School in Los Angeles. She and her husband, Doug, are the proud parents of two boys, Max, age 13, and Luke, age 8. In her spare time, she enjoys sports, travel, cooking and entertaining, and gardening. |
